POLITICAL LEADERSHIP AND NIGERIA–RUSSIA TRADE RELATIONS, 1999-2023

Since independence in 1960, Nigeria’s engagement with Russia has evolved through changing leadership priorities and global conditions, shaping the character and outcomes of their bilateral trade relations. Thus, this study examines how political leadership has impacted Nigeria–Russia trade relations, between 1999 and 2023. Anchored on Decision-Making Theory of Snyder, Bruck, and Sapin (1954), the study adopted a qualitative research design. Data for the study were generated from documentary sources such as policy documents, official statements, bilateral agreements, speeches, and academic publications and supported with key informant interviews. Content analysis was utilised in the analysis and interpretation of data. The findings of the study revealed that while political leadership shaped the trajectory and continuity of Nigeria–Russia diplomatic relations between 1999 and 2023, it failed to transform the structural trade imbalance underpinning the relations. Despite sustained diplomatic engagement, Nigeria’s exports to Russia remained marginal compared with rising imports, resulting in persistent trade deficits. Also, Nigeria’s overall trade volume (export and import) with Russia remained significantly low within the period under study, compared to other international trading partners like the United States, China, India, Brazil, Germany, among others. This highlights the limitations of political leadership without a coherent and targeted economic strategy, particularly on the part of Nigeria. It was therefore, recommended that Nigeria should adopt targeted export diversification strategies, particularly in agriculture and semi-processed goods, supported by coordinated trade promotion, market research, and improved trade facilitation mechanisms through the Nigeria–Russia Joint Commission. It further emphasises the need for sustained political leadership to embed Russia-focused economic objectives within Nigeria’s foreign policy framework, ensuring policy continuity, high-level economic dialogue, and the translation of diplomatic engagement into balanced and reliable trade growth.
